P.P. O’Connor appointed core supplier to 45 places on £4.29bn national infrastructure framework managed by Pagabo

Manchester-based specialist contractor P.P. O’Connor has been appointed to the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, that’s managed by Pagabo and is the largest infrastructure offering to date.

The Trafford Park-based civil engineering, demolition and waste management contractor is one of 111 suppliers appointed across 13 lots, alongside names including Balfour Beatty, Costain, Kier and VolkerFitzpatrick. P.P. O’Connor has been appointed as a core supplier across the North West, North East, Yorkshire & Humber and Wales, covering highways, water and environmental, energy and aviation projects, as well as infrastructure, demolition, remediation, groundworks and full enabling works. 

The four-year framework is available to central and local government, the NHS, blue light services, housing and education. It combines the scopes of Pagabo’s National Framework for Civils and Infrastructure and its National Framework for Demolition and Land Preparation and is compliant with the Procurement Act 2023 and Procurement Regulations 2024.

The framework is part of a series being brought to market by Pagabo and YPO in 2026, following the formation of their 10-year strategic delivery partnership. YPO is the centralised procurement authority, while Pagabo is the framework manager.
